Between 80 and 130 USD.

Maybe a bit more, depending on the used market where you live.

The 1650 is pretty bad, but for ~$10 more you can get the 1650 Super which is substatically faster and has a Nvenc encoder. The only way a 1650 is good is if you don't have a GPU power cable or need a low profile card.
