Yes it will 🙂 No problem at all.

That being said. The 4060 has the same performance or slightly worse than the 2080

Yes it'll work. Any PCIe card is compatible with any PCIe x16 slot.

So is the ZOTAC GeForce RTX™ 3070 Ti Trinity OC 8GB a better fit.. it's less than a grand and I don't want to spend over that.

Whaaat ? A 3070Ti ain't even worth $500, you're living on a desert island ?

No it's not much good with only 8GB VRAM, should get at least a 7700XT or a RTX4070...
