Is rtx 2080ti and i5 7th gen bottleneck?

Depends on what you're playing. That said, "bottlenecks" don't really exist in computer hardware, it's more of a raising and lowering of floors and ceilings.

This is exactly the way i think for the term "bottleneck", but there are so many stuck minds thinking it is the absolute term.

yes in general. especially if you pushed both cpu and gou to max usage. but like @Vitamanic said depend on what you are playing. for example you want to play CS:GO high setting 60fps 1080p? it would not tear down.

Yes, i would recommend at least an 8700k with a 2080 ti system or even something better, you could get away with a i5 9600k but you should not be using a 2080 ti with an i5 7400

I dunno.  I just put a 580 in a 10 year old fairly high performance machine and the CPU and GPU have been pretty closely matched in the games I’ve played so far.   I thought a bit about overclocking the card, but the max noise level was pretty annoying even without an overclock so I’d have to do some sort of big cooling solution for it.  I’ve got a rather loud and ancient kraken 240 sitting around.  I may yet do it.
