I would Suggest looking at Davinci Resolve or Adobe Premier.  Both have their strengths and weaknesses Davinci Is more focused on Color Correction but has a competent Editing suite now with version 16 beta  and Premier has a more feature rich editing timeline but isn't as good on the color correct or audio end.

My vote is going to go to the ThinkPad X1 Extreme. It ticks pretty much every box, and with the 1080p screen, the 1050 Ti is going to let you play some decent games.

I'd say don't bother with a camera for $300, in most cases your smartphone will do as good if not better a job than whatever you might find. 
 
Now, there's stuff thats cheap, like the panasonic g7, which could potentially be had for $300 used and is quite good for video purposes, but again, for that sort of budget...

I would grab a chromebook with a external USB drive

We should take all the plug standards today, throw them all in a big crock pot, an cook up a plug that has all the benefits.
 
While we are at it, we might as well make it so easy to plug in, even a blind person could do it.
 
It shouldn’t be too hard if EVERYONE  agrees to replace all standards with something better. I mean, we did it with USB, and are currently doing it with USB-C. Can’t be that hard with power outlets, right?

im not because i dont think it offers enough incentives (yet) i'm yet to hear anyone talk about floatplane exclusives that are a must watch, leaving the only real "benefit" as early access to videos, which i dont really care about

To be honest with you... While I do see some appeal to a nice Macbook Pro for example (Final Cut is quite good IMO), I think in your case, you'd be completely playing yourself to buy an Apple machine based on your use case.. Like, outright scamming yourself.
 
It really depends what you're doing. But you could be very well-served with something like an Acer Swift 3 w/ i5-8250u and Nvidia MX150. For your uses, you'll see equivelent performance, and in fact better in some sense, because of the dedicated GPU on board, so at least you could do some light gaming if you so choose.
 
If you want similar specs to the above, but a more premium Mac-like feel, go for something like an Asus Zenbook with those same specs. Again, similar performance, still-premium feel, great display, superior compatbility for any kind of program you may want to run (Windows can't be beat here), and the ability to game, for under HALF the cost. 
 
Also, it might be really fun to harass your classmates on getting scammed into buying a Mac, and you can flash your generally superior Windows machine with pride.

About a year and a half ago I was planning my suicide after being used twice against my will.  After some friends showed concern, I checked myself into a hospital.  After the discharge I was still depressed and often layed around after work doing nothing, but the one thing I would do is watch YouTube, specifically Linus Tech Tips and it's sister channels, EEV Blog, the 8-Bit Guy, Chris Fix, Cody's Lab, LGR, Metal Jesus, RetroManCave, Modern Vintage Gamer, the Modern Rogue, and Voultar.  All of you helped me carry-on everyday because I had at least something to look forward to everyday, whether it was new material or something I had to catch up with, there was something.
 
I am doing much better now.  I do have my bad days but I don't consider suicide as a valid option now.

Your HDD will be maxed out speed wise for several minutes after booting while it loads things in the background. Any time you load something, it will obviously spike to 100% because its loading it as fast as it can. If you click on a program to launch it, you wouldn't want you HDD only going at 10% of its max speed to launch that program. Everything seems normal here.
