    if your ONLY going for gaming, have no interest ever in recording gameplay or streaming, the 8400 will probably be a bit bettter because of its higher IPC. the r5 2600 is a bit cheaper though, and the motherboards are usually cheaper as well, which would let you be able to afford the 16GB of RAM, and maybe a better PSU (550-650W gold rated PSU if you can) and it will still be more than enough for what you need and not really tons different than the 8400 performance in gaming.

You can always add a hard drive later if 500gb isn't enough but having the 500gb ssd bootdrive should improve performance quite significantly compared to just using a hard drive.

    This would get the job done. CPU will get you into gaming/streaming/recording, GPU can play high end titles (maybe not ultra depending on game and resolution) but most games high 60+ FPS no problemo, You could go with a bit cheaper RAM, i selected LPX as i use that same kit with same CPU and MOBO in one of my RIG's, SSD could drop to a 250GB if you dont need the little bit of extra storage and wanna save a couple bucks, could buy a cheaper case (thats a moderate priced, good looking and decent airflow case, just make sure you get good airflow if anything), And if you could, id upgrade to a bit higher tier power supply for around 20$ more, get a gold certified reputable and you'll be set.

    well if your uncle has a vega 56, you could always ask him to let you try it out and see if thats what your lookin for. Otherwise, it should run 4k, but i can't guarantee you that it will be as high as you want it, or at the settings you want it, or what games will run best =/ if i had to make a "guess" though, id say on high end titles, low/medium, average games mid-ultra and you should be fine for the 60FPS average mark. Of course actual results may vary from game to game.
     
     
    This video has some comparisons in each resolution (1080,2k,4k) for some high end titles, skim through it and look for the 1070TI on each of the 4k results for each game to see if you would be happy with it. Remember though, the settings they test on, are high - ultra usually so dropping settings can make it got a bit further, but your 2600 wont allow the GPU to run as well as the 8086k they are testing with, so there will be some variations.

    Not sure about CPU Cooler, Case and Monitor, just took the first two out of your list because it is a optical preference and the Monitor because it is G-Sync and 1440p @165 Hz but I don't know if those specific items are good.
     
    And you could argue that you don't have to pay the Samsung SSD premium because you don't feel the bonus speed anyways.
     
    The price / performance advice would be 9700k or 8700k plus a 2080 but if you want to go all out I won't stop you

    There's things I'm liking here. Nice choice of going for the B450 chipset (many people still seem to go for B350 for some odd reason). If possible, go for a 2nd generation Ryzen (such as the 2600) for a few reasons. The 2nd gen has noticeably better IPC which will benefit you in games that aren't utilizing all 6 cores. 2nd gen also uses high performance silicon, as opposed to energy efficient silicon found on 1st gen that makes it near impossible to go beyond 4ghz. I notice you don't have any storage added either, do you already have a HDD or SSD laying around that you can use?
     
    Lastly, that power supply won't make the cut unfortunately. The RX 580 is very power hungry and requires at least a good quality 550 watt unit. Look at Corsair's CX, CS, and RMX lineups and see what you can find.
     
    Also, that motherboard doesn't have wifi. You should be able to find a PCI-E wireless adapter pretty cheap though. DONT buy a USB adapter, they suck.

    An issue many new builders encounter is called the "PC gaming money trap". Essentially, this theory states that people feel compelled to go balls out on their rigs in order to impress others and ourselves. Unless you're stupidly rich (which you may be) you should rationalize every component of this system. A second 2080 Ti? SLI is hardly supported these days, and you may see worse performance in some games due to lack of compatibility. A single 2080 Ti will be plenty for gaming at 4k. 32gb of ram for a gaming rig? Games at most will use 6gb so you could easily get away with 16gb. Meanwhile, only giving yourself 2tb of storage a 250gb SSD?
     
    I'm not trying to tear you down here, I'm just suggesting you to not be over excited and dump excessive amounts of money into this without needing to. Unless you're a multi millionaire, in which case go balls out my man.

    You might just have to up the voltage; 1.4v is when you don't want to run it constantly, 1.5v is recommended to avoid running at all costs.

    They're really good for liquid-cooled cards where fans aren't an issue if you want the extra bling factor.  You have to pick and choose carefully otherwise.

    Vertical GPU mount? theres quite a few cases nowadays that have that built in or you can get a mod bracket to get the same job done. It basically allows people to view their graphics cards better to show it off more kinda thing. Also, depending on your case, if the card sits too close to the sidewalls/window, the fans can be suffocated for air which is a big problem in alot of cases as well.

    A 1060 6GB should be a good match then . The R9 380 isn't a bad card by any stretch but it's no competition as the 1060 6GB is equivalent to a 390X (and better).

    I believe it would just register the IP address that you posted from, which would be the VPN address. Sites shouldn't default to your normal IP if you turn off a VPN.
