They are not, you got it wrong. They're only removing legacy boot stuff, your regular 32-bit software is still going to work fine.
 
You know that the actual CPU architecture is decoupled from the ISA, right? The ISA is just a "protocol" for the CPU to read instructions, how it deals with those instructions is totally transparent. Apple could have gone with x86 and still have made an excellent CPU, the problem lies with the license to use x86.
 
That's also doable by x86 and has nothing to do with anything specific to ARM.
What would you change in the instruction set to make this possible? Add js instructions like ARM did? lol
 
 
IMO it seems that you're just surprised by what Apple did with their µArch and is now crediting this to ARM instead. Apple did a good µArch, and which ISA they used is pretty much irrelevant. Apart from theirs, no other µArch for general purpose usage is able to beat current ones from either Intel or AMD when it comes to performance, and at best can outperform in power efficiency for some tasks, like ARM's own server cores (Neoverse and Ampere's One).
 
Manufacturers are going for ARM because they want to build their own CPUs, which is not doable with x86 due to licensing, whereas you can just pay a fee to either buy an existing core design for ARM or get a license to build your own (like Apple and Nvidia did). 
With RISC-V it's even better since you don't need to pay anything to make use of the ISA, but it's still not mature enough for high performance computing.

So my friend wanted to buy a macbook pro a while ago and i told her to wait for the refresh of the pros
and now that they are released i was kind of let down.
 
Is there another 13 inch laptop that could replace it? (design is important) and would
the older macbook pros still be viable?
 
She is studying engineering in industrial economics so GPU performance is not really that important.

Thanks for the help  i will just keep all of this in mind and buy the laptop later this summer before university starts! there may come some new contesters since then but thanks for all the help!

I'd wait to see until Just Cause 3's launch. For now, it seems a pretty fun game to pass a few hours with. I've got Fallout 4, and might get SW: Battlefront now (I enjoyed the Beta, the downside is that it's only on Origin - don't really like their system). Fallout 4 seems pretty nice overall, might be a good game to get if you're into RPG's (if I'm correct?), a downside of Fallout, though, is that its graphics aren't the best. That's personal, though. I'm planning on getting Just Cause 3, for sure. A game I'd look up to also would be Rainbow Six Siege. Looks pretty solid to me.

It is fun how everyone is saying its "easy" when their win loss is around 30%, carry teams then speak.

Most laptops wont even 120 fps modern games (sometimes hardly 60) so i don't get why you would need that unless you play CS, and the machine
would be way to expensive for cs....
