Yes it is a grounding issue. I don't quite remember but I think it was due to interference in the wall circuits.  I'm not sure what can be done apart from using USB or possibly try another outlet.

Macrium Reflect can clone one drive to another, and resize the partitions in the process.

Workstation laptops like Lenovo Thinkpad P series (non S) also excellent, though they are a bit bulky
 
XPS 15 has many issues, including cooling issues
 
Zenbook UX550 has GPU throttling issue and OKish keyboard
 
MSI GS65 has powerful GPU, however the build quality, battery life and cooling are just OKish.
 
Keep in mind that 8250U/8350U and 8550U/8650U don't have much performance difference (besides 2MB more cache) due to cooling and TDP limitations.

I have it as well and have nothing negative to say about it.

MI A1 is good. Xiaomi with stock android, but its a bit outdated.
You can check out Redmi 5 plus or Redmi Note 5 Pro with dual cam.
It has way better camera than A1, plus the 18-9 screen ratio is awesome.
Nothing can beat xiaomi in that price range.

Y720 is better. Much better build quality, slightly better cooling, longer battery life, only complain is the display. GL502VM is more portable but the cooling is quite mediocre due to fairly thin chassis, keyboard wise Y720 is better and it comes with X4 PCIe lanes Thunderbolt. NEVER buy laptop by brand, choose by model.

They have crap battery life though. OP if you’re just going to use this to game and have it plugged in that’s cool, but you do get laptops with better battery with decent specs still 

The ROG Strix is cheaper, has more RAM (out of the box), is lighter, and, IMHO, looks better. I'd buy the ASUS. Also see if you can get an SSD in one (or plan to put one in immediately).

i7 is a massive performance increase bud,  get it.

For ~180€ more, the i7 and 1050ti will give you a better run for your money.

i7 and 1050ti for sure. You'll be more future proofed that way. Also, GTA V and Witcher 3 are both really demanding games, so the more horsepower the better.

Replace the charging port. It's a common problem, my sister's S4 Active had the same thing. I think it's $10-$15 if you get it from a reputable seller (I'd recommend iFixit).

i recently bought a Scythe Shuriken Rev.B SCSK-1100 its 5€ more than your budget and it keeps my Phenom 955 running relatively cool and its a 125W TDP vs your 95W so it should do even better. But other than that I dont know of any good low profile coolers for 25€.

It could still work but I think that the i3 heat sink is quite small compared to the i7 version. Keep in mind that it could run considerably hotter than normal.

If you can pick upp a i7-2600s or 2600, maybe even 2600k go for it.
