    Because VLC is an App? It's absolutely correct that "some Android devices" don't support 4K video because they don't support 5.2 profile with AVC, because AVC was not intended for 4K video so whatever decoder block in the SoC likely doesn't recognize it if it was only intended to play 1080p video which is 4.2. 
     
    Believe me I tried finding actual specs on the chip before posting that (there were no comments on the thread when I started) and the only place it's really mentioned is on the CPU's marketing page, and even then vague. Which is a problem with all Android devices. "Will X device play Y video?" Only if it has a hardware codec to play it or is somehow powerful enough to do it in software with a player that will do it in software and have to rescale it, it's likely the device doesn't have enough memory to do so.

    Well, that's a problem with ALL devices, if you count it as a problem.
    It's not exclusive to Android devices.

    Clearly, you need to encode the video at different settings. The SoC appears to lack support for this codec, and the CPU certainly won’t handle it in software. Try 1080P with AVC Profile 4.2. Keep bit rates at about 40 mbps or lower (Blu Ray spec essentially, which is very compatible). 
     
    You may also try 1080P HEVC 8-bit as well as most devices can handle this in hardware too.

    tried 1080p at 80mbit and it worked fine! 80 might be too high for 1080p but it works

    a slightly older dell precision workstation laptop u can find on ebay with the docking station is pretty cheap and is very powerfull (but not too big or too hot or any of the problems gaming computers have)

    yeah i tried searching on amazon and newegg but i could only find these two

    Hi, thanks, I solved it in the end (see above).
    The Web Media Extensions app component in the Microsoft Store needed updating to fix the issue.
     
    I have Microsoft Store auto updates disabled; for some reason it appears Microsoft decided to include this system update as part of the Store and not Windows Update ?

    I can only throw out an educated guess but maybe @leadeater can provide a better/more correct answer.
     
    NUMA nodes are effectively CPU's paired with memory banks. Depending on how the server is configured information CPU1 may need from memory could be located in CPU2's memory banks which it then needs to fetch. Depending on the task this could reduce performance. Isolating the NUMA nodes forces data for CPU1 to remain in CPU1's memory bank and CPU2's to remain in CPU2's memory bank. For tasks like virtualization this can help a lot.
     
    That's just my guess by what it means when it says NUMA Split Mode.

    It's because of an issue called non-uniform memory access (https://en.wikipedia.org/wiki/Non-uniform_memory_access). Imagine if the application was running on CPU 1 but the data it wants is on RAM that's handled by CPU 2. It's going to take much longer to access it. You could have the system move the contents over, but what if the application starts running on CPU 2 because everything on CPU 1 was too busy? Now that data has to be moved back. Either way for high performance applications like games, this can become an issue.
     
    So to avoid this problem altogether, a lot of applications simply don't allow themselves to be run on multiple processors. This is less of a problem with multiple cores because memory access is uniform across all the cores in a processor (except for Threadripper, which has the NUMA problem).

    Yes. Multi-CPU has to do with scaling, multithread has to do with simple thread count.
     
    It is possible to make applications use the second CPU if you force it to do so in Windows; for example you can run browsers and other applications like Spotify or Discord off of one CPU, and run all your games on the other CPU. You can't force an application to run partially on one CPU and partially on the other CPU, though.

    You should try another software. FRAPS hasn't been updated in 6 years. I don't think it has very good optimization for multicores beyond dual core, and none to hyper-threading or any other current mainstream tech.
     
    OBS, DXtory, probably XSplit too are updated and better optimized for modern hardware.
     
    If you want to continue with FRAPS, set fps target to 120. The way FRAPS works is that the target fps is what it locks to. That will be enough for you to play with and still get decent size files.

    Or GeForce Experience and just see which one does better for your system OBS or Experience.

    u have a pretty balanced system...its just that the game still demands more...id upgrade the cpu...but since the gpu is also at 70% it might not make it better to the degree that u expected

    It looks like you're recording at 300FPS instead of 60FPS. Try lowering that under Video Capture Settings.
     
    If that doesn't work, I'd doubt Fraps will work that well on your PC. You could try recording with OBS and use NVENC. OBS gives you quite a bit more options compared to Fraps.

    I think it'd be hard to do it with Steam games (since I have trouble running more than 1 at a time, at least from the same engine, if not total) ... So it might be easier if we don't limit the applications we can use.

    Just tried activating the static IP, didn't work either. So this week I will try to get it to the manufacturer and see if they can do something. Otherwise I will have to factory reset it.

    ive, looked around, and i am finding that people are only getting it to work by factory resetting their entire phone, unless you want to put a static IP which should work, you will have to try that.

    sorry to hear that, hopefully you find a fix, i titled it potential fix cause i assume there will be other factors that may cause this error. trying to download Sea of Theives and Halo Forge years ago. Right now downloading Forza 7. so frustrating. all good now for me, gonna take another 20+ hours at least tho
