NAS's are a slippery slope. It starts off as just a couple of drives in an old pc. Then it runs out. You find yourself buying more drives for the NAS but its never enough. You buy expansion cards but you still need more. Next thing you know you have 2 pc cases full of hard drives all running the same server, but even that isnt enough. The Linux Isos are taking too much space! So you buy a budget 24 drive chassis from amazon, but now you have open slots. Gotta fill the slots to get your moneys worth right? Great, now to buy more drives. Oh, no! Now the 8Tb drives are cheap and your 2Tb drives are getting old. You go on /r/datahoarders and see that WD EasyStores are on sale at Best Buy, so you buy all that they have in stock to shuck the drives. MUST FEED THE NAS. The clerk is giving you a dirty look when you come back for more drives again and again, time after time... send help.

Rack servers are not built with noise in mind, nobody cares, its a server. So they generally are made of all aluminum and to maximize air flow with no consideration for noise.

Get everything out of the case, build it on a flat surface (have the mainboard rest on a non-conductive surface, a cardboard box usually works) to make sure it all works outside the case. Start with the bare minimum (CPU, single stick of memory, onboard graphics) and work your way up slowly adding the remaining memory, HDDs and finally the GPU.
 
You can power on the PC by temporarily shorting the 2 pins for the power switch on the mainboard with a small screwdriver. If everything works outside the case, put everything back. If it still fails to power on, unplug the HDD led, power led and reset switch. If that still fails, unplug the power switch, and connect the reset switch to the power switch pins, and try again.

Either a piece of hardware is broken, or there is something wrong with the case.

You're being bottle necked by the CPU. Both of the games you mentioned are very CPU intensive. To get better performance, you need a more powerful CPU

in theory it should suffice, as windows is only about 20GB. tough when installing programs i doubt it'll be enough. i had a 120GB SSD for as a boot drive for a long while now, and it is only barely enough. ?

HTML is just a markup for what you see on the website. What you're asking for sounds much more like javascript which is a whole other beast.

Also, Google Forms should be able to do what you're asking for with ease.

I'm not too familiar with the low end phone market but I know you get get last years flagships for near that price point. Pixel 2 XL can be bought for about $500 and thats a solid phone.

I personally use Private Internet Access.

I would really get at a minimum a 1080p monitor. These days they are relatively inexpensive and when writing code, the screen real estate is useful. Otherwise, pretty much anything modern should be able to run and compile python.
