For someone who is claiming to want a PC for studying at university you seem to be more focused on gaming.
If it is actually for your studies, then it's completely reasonable for your father to want to see your exam results and whether or not you will be applying to the university course before spending a large amount of money on something for your studies.

If you've finished school then you're old enough to get a job and earn your own money, then you can save up and buy whatever you want.

That is glue that is used to reinforce through-hole capacitors. The capacitors are completely fine.
 
4) The capacitor has not moved, they are sometimes not centered on the markings on the PCB when soldered and that's fine.

Never open a PSU u can get a nasty shock.

Alright, I know the computer store in town has loads of DDR2 ram, and hopefully an old q6600 or something similar. Going to try to go there tomorrow and shimmy out a nice price deal with them. 

CPU + RAM... We're talking q6600 and 4GB RAM since that's what Dell's special SFF supports. 
I figure that CPU and 4GB of DDR2 would run maybe another $30.
 
The only issue I see is this PSU, I know it could handle a 750ti, or something that runs straight off MB power.

No need. That command disables it automatically are fast startup is half hibernation, half shutdown.

You can use an emulator, but not directly install a console's OS onto a PC.
