My friends has a  Dell Optiplex 755 -  With top of the line specs /s

Core 2 Duo E6550 @2.33GHz 
2GB of the speediest DDR2 RAM
Somehow running 64bit Win 10
and integrated or onboard graphics.

solid 275w? PSU
 

It can't run CSGO, So,

What's the cheapest GPU that we can plop in this horse to make it play it? Probably looking for $30 USD tops.

you probably need 4GB of RAM i would assume...but an old radeon like HD 6870 or something is probably what you're looking for...HD5870,5850, GTX 560...something along those lines i know run it fine on low.

 

Problem is, that kind of card doesnt work with that PSU..

I'd honestly start by upgrading the RAM and CPU, then GPU. Try saving up maybe $50 total, plop in a C2Q and another 2GB of RAM (or 6 if you can).

1. Get a better CPU (and other necessary shit), if it's plausible. Even a Pentium G2120 would far outclass that Core 2 Duo.

2. Look into something used. 750 Ti? HD 7850/R7 265?

 

Also, if you're going to go with 4GB of RAM, I'd genuinely recommend Windows XP if his primary purpose is to play CS. FAR less RAM will be used by XP than even Windows 7.

Very old nvidia or radeon card would do then...but 2GB of RAM is not enough to run windows and CSGO.

The only issue I see is this PSU, I know it could handle a 750ti, or something that runs straight off MB power.

750 or 750ti would go with power from the PCIe slot so PSU would be fine...along with Q6600 and 4GB of ram would perform ok

Alright, I know the computer store in town has loads of DDR2 ram, and hopefully an old q6600 or something similar. Going to try to go there tomorrow and shimmy out a nice price deal with them.

Update. 
Computer Store is a total rip off. 
Wanted $15 a GB for DDR2 because "it's no longer produced"  or $20 a GB for "Gaming RAM"

No q6600, and last GPUs they had were RX 500 series and GTX 10 series that were all sold out.
