This is what I'm very against, although I have noticed that youtube itself has issues serving me content at full speed as with some video's I'll struggle to get 240p without buffering and while testing my connection and there being no difference others will come through no prob at 720p +, so I'm uncertain how you would prove it's your ISP, their service or the routing from whichever data centre the video's are held in / your vpn tunnel takes.
Line quality is line quality... I wish ISP's were obliged to test your line and sell you a package based off real numbers, with penalties for not getting within 90% of the speeds agreed upon unless they can show that it was the inbound traffics fault and not theirs...

Well everyone gets fucked by their government it doesn't matter in which country you live. Some just get it harder than others.

Try rolling back your driver and see if it improves.
Also monitor tasks for CPU usage to see if it is the game vs another process thats pinning you cpu load to 100%

You have an SSD and a HDD... anything you have in the SSD that you want to save, put on the HDD, then install windows to the SSD.. no need for external backup..

Wow you're really overthinking this... also many OEM motherboards are garbage and thus it's one of if not the first thing I'd replace if the CPU is going anyway.
IMO, its a custom build when it's not an OEM design.. thats to say the power & motherboard need to be replaced.. Case doesn't matter and a cpu is a cpu as is ram and storage, the OEM's do the same thing as you as far as those parts are concerned. It just so happens that most OEM boards have massively cut down features vs an off the shelf part and really shitty PSU's, hence they are what I consider to be core of an OEM build vs a custom build..
In taking an OEM build and adding to it / replacing parts... again, as the motherboards are often custom designs for their builds, I'd say it's XXXX model with / in etc

Agreed.. it would take a massive class-action suit to take them on and would require data that there would be no legitimate way to obtain to prove.

That PSU is fine, it's one of the new CXM PSUs which won't half the amount of wattage it can output once the ambient temp inside the case goes over 40c
That's just over-exaggerating...a 1070 draws OCed maybe 200watts while a 6700 will only draw like 100watts max as it's not overclockable

On an overclocked 6 core system thats less power efficient..
There is no issue with a 400W+ system as long as it's a GOOD PSU

Take it as you didn't know PSU calculators always over estimate how much power is required...yes having too much wattage is never bad but still, when it's fine, it's fine

I really don't get this post at all... go look at benchmarks for those games on a 1070 at your res and settings.. if they are similar, everythings working.

Turn up ther fan or consider a different kind of cooling... If your dealing with high ambiant temps, your very limited in what you can do with a normal cooler..
This tells you a cheap way to actually get cooler (this works for houses too, kinda.. look into evaporation cooling for cheap cooling applicable to loads of stuff.)

I'm asking what is the issue with the odd results but it looks like it just hates msaa at x4 on those settings at 4k
Will update with an answer when I get one. It could be difference from a patch or driver but I'll update when I find out.
