Windows 7 uses MBR (rather stupid) instead of GPT (Windows 8 -10).
Windows 7 uses a lot of ram compared to Windows 8, 8.1 or 10.
Windows 7 uses DX11 instead of DX12. Also Windows 10 Game Exclusives.
Seriously, you must really hate Windows 10 to not upgrade to it.

That depends on the card vendor and specific wu in question.
Some use alot of cpu overhead these days. My 3770k is pinned
at 25% right now.
For scale, 15-20% of that is a core 18 project on the 970, the core 21
on the 7950 on the other hand is sitting at about 0.2-0.4%, the rest
is miscellaneous.
This is mostly a nvidia phenomenon as far as i am aware.

Lian-Li has some small ATX cases - check out their product site. Not the cheapest, but they are excellent quality. Also Silverstone might have something you like, they have a lot of smaller cases. Enthoo make some excellent models.
NZXT Source 210, Fractal Design R4... some of the things that come to mind.

Sigh... Can people not keep doing this ARM vs x86 comparisons? They don't work.
Also Core M is super variable on manufacturer, Apple is known to do stupid ass shit resulting in really poopy load performance on their laptops.
Plus -U is a huge jump up from core M.
5W TDP isn't very impressive considering that's on the same configuration level as the i5 U series...
