USB C to USB C cable should work with no issues. It is important to connect directly to a USB port on your computer. We have seen issues with many USB hubs and adapters.

Yes it was at the same settings, and the frames are limited but its still stuttering. Therefore It cannot be a CPU bottleneck.
EDIT: As long as it was running at or over 60 fps before he changed GPUs.

Some phone type C cables only have some of the pins.
If you buy a good quality type C cable it should have all the pins and work correctly just like C to A does.

Clearly not a bottleneck or it would happen with the 280X also, people assume everything is either a bottleneck or DDU, rarely anything else.
 
If you were not stuttering with the 280x at the same settings you tried on the 1070, then it's either a driver issue or a GPU issue.

I have to wait to buy it I currently don't have a PC just a laptop, because I sold my stuff instead of letting it sit in storage while I move... I finally got a new job so I can earn money to buy new stuff though... I hate laptops... no multi-tasking at all... I need at minimum 2 monitors to do anything.

Yes thank you I'll look into it, and yes a celeron N3160 is better then the atom x5-z8350 , but only in clock speeds. They are the same architecture and iGPU. But yes 400MHz is a big jump.

What you want is NOT to spend a bunch of money on your processor if you want to stream on the cheap.
What you want to focus on is getting a decent processor and a good GPU from Nvidia. Why Nvidia? Because NVENC is supported in OBS. What that means is that you can stream with close to 0 performance impact. As long as you use NVENC, all you really need to worry about is making your computer good enough to actually run the game you want to stream.

I think upgrading the gpu would yield better results.

Something with 8th gen ULV CPU like Acer Swift 3

Why would you need to spend that much on a "gaming motherboard" those are high end professional mother boards. Also you didn't say a chipset.

It has to be on this list to be able to put the disk in and run it.
