    I'm guessing since you're not including the monitor in your budget you'd be looking to upgrade that at another time. Check ohy Monitor unboxed on YT they have regular round ups for different monitors. Would recommend going 1440p.
     
    And to give my two cents on the two build lists already provided, go with the 7900xtx one if you don't plan on using raytracing and 4070 ti super if you do. I've never used raytracing so can offer any advice on whether or not I feel its worth the lower FPS.

    Here's my suggestion on what I'd spend the money on. This though is assuming your current monitor is 1080p I never remember those HD variations. Now I'm thinking about tit though full HD might be 1440p.
     
    Slightly smaller monitor but Linus himself (despite no longer following his own advice.) Stated that 24" best for 1080p 27" for 1440p and 32" for 4k.

    Just for the gpu, I think 3080 should perform on par with 7700xt. So since you personally know the person and if money isn't the problem. You just want to save as much as you can, then your option is between a used 3080 and 7800xt. Now looking at a mined card, I doubt it wasn't undervolted. If your friend has a mining rig, he probably used hiveOS. But regardless he uses hive or just windows, depending on which coin, the app themselves should have optimized. What matters is that it was kept cool and vram not OCed to the highest point it can for that 18months. A well taken cared of mining card is probably healthier than a gaming gpu on hot case that's not well ventilated. But if ever, the one that you need to test on that 3080 is the fans. If it was been mined on for 18 months nonstop with only cleaning in between at 80% or higher fan speed. You might want to buy extra fans already, just in case those dies.
    At 1080p, it might by a little. But at 1440p it shouldn't. Just increase all graphics settings to put the stress on gpu instead of the cpu. 11700/f would probably have very little performance difference compared to how it would cost, even if it's $200 or less. The advise I could give is to upgrade your gpu now and in a year or two upgrade cpu/motherboard/ram, preferably AMD. Since if you need or want to upgrade again in another 3-5yrs after that you can just get the latest am5 cpu of that time, even if there's already a newer platform.

    Curious about why you're choosing 4k over 1440p. I tried looking up the monitor you mentioned and only found it on amazon but couldn't work out if it was showing me NZD or USD. It was 1400ish so I'm going to assume NZD, (although when i searched for 4080s the price was about 800 less than shops in nz on amazon so maybe I should look at buying from them.) Just trying to work out why you're choosing that monitor before trying to fit something to your budget.

    I wouldn't understand why anybody would recommend one. The performance in all aspects is worse, it lacks hyperthreading, and it's on a dead platform.

    I know what  happened, while I was being a novice fool trying to work out the 6+2 pin I disconnected the cpu 8pin, and forgot to plug it in.

    1% low is basically telling you the average fps of the 1% lowest fps numbers.
    So capping your fps to 60 could have an impact on the 1% low, but only if normally in the 1% low fps numbers, there are number above 60.
     
    I find this difficult to explain, because this is probably and insignificant number..
    But let's say you normally have 70fps all the time, except for 1% of the time where you have 55fps.
    If you now cap your fps at 60, you will have 60fps all the time and the 1% is still 55fps.
     
    So in that scenario, your 1% was not impacted.
    But if you normally have 80fps and a 1% of 62fps, if you now cap your fps to 60; the avg and 1% low would both be lower and at 60fps.

    Cheaper, rock solid drivers. Realistically you should be able to barter them down quite a bit more than what they're asking.
    You didn't state what you're playing at, so I'm assuming 1080p60.

    Pulse is good. I'd go with 5700XT in this case, better architecture, come with factory warranty, driver will only get better for a year or 2 compare to 1080 and it's only 50nzd more.

    5700XT is faster and comes with warranty, so unless you're talking about the ASUS TUF X3 version, the choice is pretty clear imo.

    Driver issues aren't a thing these days - they've been gone for several months. The drivers were an issue at launch but it's fine now.

    Personally, I'd go with the Pulse 5700 XT - the cooler is far better so the 5700 XT will run cooler, quieter and probably live longer. That GB cooler is mediocre.
    In addition, the 5700 XT performs just 2% worse than the 2070 Super so it's going to be noticeably faster than the 2070 non-Super you are looking at. The performance equivalent to the 2070 non Super is a 5700 non-XT

    I would pick a theme, let your mind go crazy with ideas extreme over the top crazy. Then turn around and sift through the ideas to filter down to an achievable level or find ways to make the crazy possible.
     
    Looking at other build logs won't particularly help you much unless your chasing information on specific techniques or finishes that mesh together in which case asking works. If its for placement make a google sketchup doc and play with it.
     
    While the build logs here are "modded cases" there is quite a few that have pretty well stripped it back to nothing anyway and the generally modding techniques are all the same.

    I guess what i'm trying to say is scratch build's are almost always something that the idea just smacks us in the face (usually at the same time the wallet is already crying murder) and the ideas are toyed, moulded and played with until either interest is lost or work commences.

    That's why having a FS/FT section on this forum would be so nice. Everyone in the states would buy parts at a cheap price, ship it internationally to people who need it for the price of the part+shipping+import costs+taxes+10%profit, which would save international consumers get parts cheaper, and make the US shippers rich.  :D
