This is what I would recommend, you can even overclock the G3258 without any problems on this budget, just don't expect anything too fancy on your budget. There are some good sales in USA which you can use, if you have some questions, post them here, we'll try to answer. :)

If you could go up to 350$, I would go for this:

PCPartPicker part list / Price breakdown by merchant

Motherboard: MSI H81M-P33 Micro ATX LGA1150 Motherboard  ($33.99 @ Newegg)

This should really perform better than the one I mentioned before and you still have some more energy to work with for overclocks, in the future I would upgrade the HDD and your cooler as soon as possible, then it's up to you.

Sorry for double post but seriously you're not going to get a gpu for $300 budget. You do realize that many gpu's that run modern titles 30-60fps are 150-300$ alone, right?

I hereby offer these up on the altar of cheap builds...

#1 - Under $300 - Skylake Celeron & Intel HD. This won't do all that well "out of the box", but uses the current Intel LGA 1151 socket, and has room for a GPU, so it should be upgradeable to a better CPU and GPU when more $ is saved. The H110 motherboard chipset doesn't support SLI or overclocking, however. I'm able to get 60+ fps in TF2 and Dota2 (at 900p if I rein in the AA & a couple other things) on my 4790K with its iGPU, which is an older generation.

#2 - under $350, Weak CPU, relatively decent GPU. The CPU is weak on this one, but it has a much better graphics card. Also it's Socket LGA 1150, so it could be upgraded to an i3, i5 or i7 later. (The chipset doesn't support overclocking, however.)  I suppose you might be able to squeeze in a better CPU by downsizing to 4 GB RAM, a 250-320GB hard drive (not SSD), supplying your own keyboard & mouse.

#3 - under $350 - possibly decent CPU, somewhat weaker GPU.  This build does have a dedicated GPU (although the benchmark site I was using puts it on par with some integrated GPUs) because there is no integrated GPU on this one.

As for most other parts, the case doesn't have much of bad reviews on newegg and supposedly fits the 212 EVO (if the OP wants to add it later).  The keyboard and mouse (if the OP doesn't already have one) is similar to the one I use (MK200), just without the extra multimedia/function keys.  The power supply, according to JonnyGuru's review, is one that he'd get if he was on a tight budget.  Also that looked like a pretty good deal on 8 GB of G.Skill RAM.  Also, in addition to what I said on #2, you could try to pick merchants that may have cheaper prices.  (I picked those because often while some were like 10-20$ cheaper for some parts, they didn't give their shipping prices.   Also a week or 2 ago I was looking some of those things up, and for some parts, one of those unspecified-shipping places wanted like $20-30, whereas Newegg or Amazon would ship the same part for free or only $2-3.)  There's also a part or two that has a mail-in rebate, but I didn't factor that in.  (I never do builds with rebates.  If I shop for a part that happens to have a mail-in rebate, I budget as if the rebate didn't exist.)  No monitor and OS is included because I was doing it in scrapyard wars style, just with new parts.  (I see someone suggested a build with the Q6600, but I was primarily going with new parts.  I almost wanted to do that CPU, but is it a new-in-box CPU, or refurbished?  I'm not sure...)

Now ... if a monitor and operating system is ALSO needed within that $300-350 budget, then I bow down to the Gods of Scrapyard, and refer to them for finding a budget build. :) I'm sure Linus, Luke, or people who have been on this forum much longer than I have could easily find a build that'd be 10 times better than what I submitted for half the price. :)
