It's either Malawi, The Democratic (yeah, right) Republic of Congo, Niger, Central African Republic or Zimbabwe.

 

Meh, I'll still chose to be the elite of either oof those countries. Of course, the elites don't tend to live long in those countries.

Probably a poor country where if I saved for a while I could fly back to my home.

Being the intelligent person that I am I'd go with the poorest nation. Depending on the nation, I'd take control fairly quickly. Then, use my limited power to influence any surrounding slightly richer nations. Eventually gaining enough power to organize a militia and take over the region. After that, I'd exploit untapped resources, farmland, possible power sources, anything that can be used for profit to gain some wealth for the nation, eventually opening up to business and corporations that need some extremely low-tax loose-lawed nation to do some dirty business.

Give it some time, and the previously dirty poor nation is now a notable developing nation with me as the leader!

 

Also, since history seems to make it clear that dictatorships don't last, I would eventually put in a democratic system similar to the U.S.'s just with more democracy and transparency.
