Threadripper 1 had about 4.1-2 maximum OC. You wont get any extra without voltage that will kill the CPU and sub-ambient cooling which is not something anyone runs

There is another Video with the Build, but i could not see what exactly he uses for cooling, just the fluid and the blocks. Correct me if i am wrong:

4.9 boost may be possible, but under a sustained load eventually the CPU will die to the high voltage. 1.4 voltage he has dialed in on the stable 4.1 (about what to expect from a threadripper) is right at the limit of voltage that should be used. 

 

you wont get more than 4.2 on all cores stable using sane voltages. 4.1 is what is usually the max people get. the threadripper is not a gaming CPU, its for workstations.
