Just pick smallish gif... then upload it. Then crop it when it asks.

(Unless they changed something)

It's just like uploading any image as a profile picture, as long as it doesn't exceed the maximum file size for profile pictures.

This, but you also have to not compress it too much in certain ways - the forum resizes the image, and if that times out you end up with no profile picture at all.
