AMD Ryzon vs Intel 8th gen for animation

yes, for workloads AMD ryzen is better, especially if you need ECC memory, as even the ryzen 3 supports it, while with intel you need a xeon.

what programs will you use? some programs prefer Intel's IPC and clock speeds and others do better with core count.

Depends how much you're spending.

If it's a $3000+ machine and you want a ton of cores for rendering programs then threadripper is better.

If it's less than $3k then you won't be buying an i9 or threadripper, in which case an 8700k is the best choice.
