Is 70 temp safe for r3 1200 ?

Gaming should get the same or lower temps.

Don't go into the 90s.

So i just oc my r3 1200 to 3.7 and did a system stability test at aida64 for 10 mins. I got max 70 and minimum 66 temps. Is it safe or shall i underclock ?

Gaming should give you lower temperatures. 

If it gets to 70 in gaming, then I strongly suggest you change the cooler. 

 

My Ryzen 3 1200 at 3.7 barely reaches 40°C with the Deepcool Gammaxx 400 cooler.

At 3.7 I got to about 55°C in-game with stock cooler.
