Help, $500 build or upgrade.

This is my first time posting here so please excuse any mistakes I make. 
Here is the situation: My aunt is to give me a new pc in early January. The original plan is she will buy me a 1300aed/350 usd  pc from dubai, with these specs:
i5 7500, 4gb ram, 500 gb hdd. and by the way its an HP pre built pc. 
But then she told me that its now unavailable. And that she will be home in my country, Philippines, in end of February. which sucked for me. 
I am currently a student and on my free time I do a lot of gaming and I self-study about Programming, Unreal Engine and Unity. 
My Current Pc specs:
Core 2 Quad Q6600 
8gb ddr3 ram
GTX 750 ti 2gb
And a dell motherboard, as this pc is also just an old pc I got.
I am planning to build the pc instead of letting my aunt buy me a prebuilt one. I need some help one what components to get. I mainly need a stronger Processor. Its also hard to find good 2nd hand deals here but I can order it online if needed. 
Of course with the budget I know I cant get an 8th gen intel Cpu. So 7th gen or below will do. Ryzen is also an option I consider. 2nd  hand Cpus which supports ddr3 memory is also an option as I can just use my current 8gb ram. Video Card is not a priority right now, because I still have my gtx 750 ti and I plan to upgrade it after my cpu. 
I hope you can help me do a good build for $500. 2nd hand or brand new. Ryzen or intel. With or without a video card. HDD is optional too.

i changed the parts, an X58 6-core should do better for unreal and unity.

it'll still keep up with a 1060 in games, even better if the board supports overclocking. 1366 xeons tend to cost peanuts but boards cost more. both the links i listed will ship to the phillipines.

Thank you very much. I am currently talking to my aunt online. Maybe i can squeeze a little bit of money.

Yes!! My aunt said that she will send me $500 instead of $350. I am so happy right now. 
 So do you have any other suggestions at what I can build with 500 usd??

see if you can fit a ryzen 1600, 8gb of ddr4 and a gtx 1060/RX 580 into the budget

i'd say look for any z67-97 ddr platform with a 4c/8t cpu for about 150 total (i just saw one the other day)+ a gtx 1060 3gb, reuse ur ram, heatsink.

Uhmm my budget is up to $500 now. I managed to talk my way out of the $350 budget.

then go with a ryzen r5 1600 (190) + 8gb gskill ddr4 3200 (110) + Asrock ab350 pro4 motherboard (80), then u'd be short 70bux for a gtx 1060 3gb, but that can always be bought later.

well the 750 ti is a pretty good card for playing things like overwatch on low or ccsgo and lol it wont run bf1 at least not playable but still esports games are probly fine i would definitly wont buy the core 2 quad i would look for a i3 8100 or somthing like that

Thank you. 8th gen motherboards are too expensive right now, more expensive than the cpu. Yes I mainly play esports games but I want to try some heavy gaming. No need to be sorry for your english I can still understand you.

It's around $700, and can possibly be sub-700 if you look around.

Its a little hard for me to save up money because im just a student in a poor country. The maximum that I can do is $35 per month. 
 Thanks for that anyways. Ill try to look around for something cheaper.

than maybe save a little bit i had a gaming pc  for770€ with a fx 8320@4.6 ghz and a rx 480
