Is this a good build for $180

What wattage is the PSU? I'd say for this price you'll be fine, but you'll have to settle for lower settings and framerates.

I have no idea the wattage of the PSU from the pics on eBay but just in case it does not work I do have a 500w Corsair PSU in my system now.

Dell Optiplex 790 as the base

I suppose for the price what you picked out is technically better . but the cpu and gpu are only about twice the speed of what you currently have which may seem like a lot but really at this time you should be getting something about 3 times the speed.

 

is 180 your absolute limit?

Yeah, it is I might be able to go to 200 but if you can find anything that might be better that would help thx.
