is Gigabyte AORUS Z370 Gaming 3 good motherboard for 8700k

Em building a gaming pc for my friend in motherboard choices I don't know which way should it go he wants to overclock it to 4.8 or 4.9 and he wants to use Corsair Hydro Series H45 120mm Liquid CPU Cooler which he already has budgeted for motherboard is 150 to  200$ I want to know can it do the job if not then then which motherboard should i pick 

 

1 important note in my country there only 2 option for the Z370 motherboard that is Gigabyte or ASUS

Also that liquid cooler is much worse than most air coolers

I would move up to the Gaming 5 if you can.

 

Also, get a better cooler than the 120mm AIO. Pure Rock or Dark Rock are good choices, the H7 and Dark Rock Pro are better.

TUF Z370 Plus or Gaming 5. The PRIME is also nice as a budget option.
