As a member of the Windows Insider Program, I remember that GPU usage stats was one of the most requested features. They've finally added it, albeit over 2 years since the official release. At the moment, it's pretty buggy (for example, it doesn't seem to recognize my bitcoin mining program as using any GPU), but it does give you the ability to break down GPU usage by program, which as far as I know is something not offered by the major third-party tools. I'm looking forward towards this feature being improved, but even now in it's heavily experimental state i'm getting use out of it.

The new GPU monitor that is being added to the Task Manager does not go into the same level of detail (as GPU-Z). However, it does show GPU utilization information for each separate GPU, as well as graphics memory usage stats. And if you hit the Details tab, the Task Manager will break down GPU utilization for each process. That is something GPU-Z doesn't do.

 

IMO should have been a feature at release, but better late than never.

(The source is the announcement from last June that it was going to be added, I am just posting this now because they've actually started pushing it out to regular users now. You should probably see this feature added to your system before the end of the year as part of the Fall Creator's update.)

There's already a thread for this 

Task Manager now has per process GPU usage, and overall GPU stats.
You can now see how much a process uses the GPU and its video memory consumption! And under the “Performance” tab, you can see how much the GPU is used for each component (3D, Video Decode, Video Encode, VR, and more), how much dedicated memory is being used, and how much of the shared memory is used! A real nice surprised. You can also see driver version, DirectX version support, and more. Information not easily attainable now easy to see. So, if you face with GPU performance issue, you have new tools to adds to your troubleshooting arsenal of tools.

Super old news.

It was already discussed in the Windows 10 Insider thread (which I recommend you, CommandMan7, to join)

 

and, also at its official release, under the Fall Creators Update of Windows 10, under the Tech News section among all other features of the this update.

 

You can search for " Here is everything you need to know " in the forum search box to see all prior update features releases, I have been doing this since Windows 10 was released
