Best way is either touching the your case if it's made of mostly steel, or plugging in your psu (leave it off) and touch the metal mesh grate on the back. Either one of these methods is a pretty much guaranteed way to easily ground yourself, free of charge (double pun!)

You don't need to ground yourself anymore when handling PC parts in most cases.

If you want to be on the safe side, simply touch the heater in your room or your PSU from time to time and your PC parts will be fine.

The PSU must be plugged into a outlet obviously.

You can touch literally everything inside your computer without being grounded as long as you're careful. You can also ground yourself before opening the case or touching anything inside it. The main idea is to not conduct static electricity which can be avoided which can be easily avoided, again, as long as you're careful.

 

In the past week I've handled motherboards, RAM, CPUs, and a graphics card without proper grounding and they all work fine.

I just had my PSU plugged in, not turned on and touched that every now and again.

With mainland European outlets, you could also touch those metal prongs inside an outlet (preferably with a turned off power bar, because y'know... Don't play with the outlets).

There is a small chance it won't work, but if it will work it will be running at the power of the two speeds.
