What's the best and cheapest (under $200) for starting my very own home storage solution because my micro sd card on my phone won't do me very good anymore for storing any of my files anymore. Also as well as having it being able to stream inside and outside of my home with my content

Umm, if its just for your phone, then either move files that you don't need to your computer or just get a high capacity SD card. 

I'm not 100% sure by what you mean by home storage solution but if you want wireless storage then look into WD My Cloud.
