cpu overclocking and crashing pc

hey i need help with my pc i have a intel core i5 7500 CPU with a 2080 super GPU and i need help why my CPU is being utilized so much and my GPU so little so much when gaming and it puts my pc to overclock mode

and turns my screen black and i have to restart it every time any answers' really appreciated
