Easily, assuming the board handles it fine. Most X58 Xeons can hit 4.2-4.5, but that's on boards actually built to OC and with beefier voltages. It's not quite as clearcut as that, since BLCK and everything is determined by the bin of your CPU and basically the "bin" of your board. some will do a really high BLCK (needed for chunky OCs), others hate it, some are temperamental.

unfortunately i can't quite lower the ambient enough to get it there, but i lowered it enough that it spent more time at 3Ghz. final scores for now, unless i start undervolting.

Just got a Kill A Watt today, my 4.5ghz@1.4v X5675/GTX 1080 X58 build uses 165-170w at idle, 400w in a P95 and 550w in OCCT's power test. NH-D14 keeping like 250-300w nice and tame under 80c is really impressive. Now I'll have to go plug it into a bunch of stuff before I stick it on my home server.

Cheapest 8 Core 5960x xeon equivalent I can get for <$150? or I might go with the Xeon E5-1650V3 / 5820k but they're only 6 cores but more affordable coming in at $80. keep in mind I go with a ryzen system for like $170 since I already have everything except cpu/mobo and I have 3000MHz ddr4 as well so I'm really not trying to drop $200+ on just a CPU alone. What would be the best route for me to go?

Ryzen tbh, especially if you're getting a 2700X and mobo for that price (already said the differences between the CPUs in discord lol). X99 would make more sense if you need quad channel/more PCIe lanes (24 on the 2700X, 28 on the 5820K, 40 on the full 8 cores), and especially if you got a good price on the motherboard. Given that mobos for X99 keep stupid pricing for reasons, it's sadly not the value option I'd like it to be. Can't compete performance/$ wise with price cut or used Zen/Zen+ right now, unless you're a niche case.

Supply and demand, combined with X99 still being a viable platform is probably what drives up motherboard prices. Not to mention as architecture ages, it gets much harder to find working motherboards for some reason.

currently have my x5620 installed in my MSI pro-e board, with what should be the latest BIOS. it is currently boot cycling about every 2 seconds or so when i try to power it on. any suggestions?

For its 5 years I've given my build I posted earlier a little overhaul...

Complete disassembly and cleaning, 512GB->2TB NVMe SSD upgrade, BIOS update (surprised there was one from this year for that old board) and CMOS battery replacement, clean reinstall, redoing the OC (went from 4.2 all core/4.4 single to 4.4 all core/4.7 single), adding a dual USB-C PCIe card, reassembly with some cable management this time and the CPU cooler rotated now that I don't have an SLI setup anymore...

We've done it boys. We've achieved Quad channel x2 with 64GB DIMMs and it only required dealing with the dumbest of NEMIX support on more than one occasion.

Just built a system with x5670 and rx 580 for around $160 US with all the parts coming from China (because they were dirt cheap -  that rx 580 was $60 and its actually 100% legit). I've noticed that my x5670 isnt boosting higher than its base clock of 2.9GHz and I've checked turbo boost is enabled in the bios (the mobo seems to be using a 5500 series chipset and is unbranded). Any idea why? Thanks in advance.

chinese boards do not boost well neither can not be overclocked. they are labeled as x58 but they are not x58 at all, they use server chipset salvaged from written off server. you are better of to get a proper x58 motherboard (it can be found for around 50-100 USD if you look hard enough)
