Can this temperatur spiking really be how intel designed a I7 7740x to run ?

to recap. i got a new 7740x, and that reduced the temp with about 7c, and helped with some spiking, but it's still pretty spikey (so my first 7740x was faulty)...
but i have planed deliding it.

Specs:

MSI X299 SLI PLUS

Samsung 960 EVO MZ-V6E500BW

Intel Core i7 7740X X-series

16 GB ddr4

2x 980ti

H100i corsair

In section 1 and 3 im running a processor diagnoistic from intel, which does a stress test.

in section  2 im running a normal stresstest, and it jumps +-20c within a ms, with having a continues 100% stress test WITH A WATERCOOLER?!.

each horisontal line is 10c

You can see its thermal throttling.

 

The CPU downclocks because of high temperature which will result in temp drop then it will clock higher again because temperature dropped resulting in temperature spike.

Something is wrong with your cooler or thermal paste application because your CPU is overheating.

iv'e checked the paste 3 times, and never had a problem with it and the paste was fine every time i checked it. (ofc i replaced it every time)

i thought so aswell, but just can't get that to add up when i have a h100i and the water runs at 50c max, and the paste is fine

Did you de-lid your CPU? Its the stuff they use in between the silicone and the IHS.

Intel is known to use the cheapest stuff they can get. This is why you are getting the temps you are getting.

You basically have to delid those CPUs if you want half decent temps. Delidding is risky though so be careful and read a lot before doing it.
