Ram bottlenecking my gtx 1060 6gb

I have 10gb of ram the speed is 1600MHz could that speed be bottlenecking my gpu?? When I am playing games like rust my gpu utilization will be at 80 then drop down to 0 and go back to 80% my cpu is a i7 3770 which has a 20% usage in rust so it cant be bottlenecking it. My disk drive is at 10% when playing games also.

it's normal my graphics does the same thing also. But that being said what game are you playing?

20% usage doesn't mean everything. Does it use a single core only or all cores?

but vsync does literally nothing when you're below 60fps.

in my experience turning it off helps it not totally dip below 60 to 0 but then you do see frame tearing if you do notice

You'll dip below less frequently. I always wondered why my GPU would get so freaking hot and would have FPS drops when playing Overwatch at all low settings (gotta get 144 FPS steady with my 970 and that usually is the best solution while also reducing input lag) until I enabled the FPS cap based on refresh rate of your monitor and suddently my GPU never sees 70C and I have only once seen my FPS go noticeably lower than 144 and it was due to Windows alerting me about updates. I don't count F.lux kicking in either.
