I've read through this and I agree that your card is operating normally from what I can tell in the first screenshot.  There are several reasons for performance limitation, including but not limited to:

• Utilization limit (ie, it's idling)
• Voltage limit 
• Power limt

It seems you're expecting to hit a power limt, but you're not, you're hitting a voltage limit.  Your card is running at a very good frequency, and your voltage is normal, however, which means you should be getting full performance out of it.  The fact you're only at about 50% TDP just means you're not drawing very much power, and if the card needed to, it could and would.

i swear this problems marked at answered for what the problem is, why are people still answering, my card at that time was fine, the tdp not maxing out was normal, it wa my uneducated brain that caused problems

but that lies in personal oppinion  i just think that if someone had a diffrent issue not related to tdp and googled it they would disregard this topic becauase it has tdp in the name. vrel and td- screw it ur right this is a complete post anyway
