Merge steam accounts

I know you can't merge steam accounts,but what is the best way to get around this.I have a steam account I haven't used in a long time.It has a ton of games on it and I want to give it to my friend because I owe him 70 dollars.He already has a existing steam account(Which only has tf2)but he doesn't want to give up his 600 hrs on TF2. Any solution to this?

afaik giving access to a steam account to someone is against their ToS and will get everything involved banned if they find out, which they very well could.

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If I were you I just wouldn't risk it considering how much you probably have invested
