Sometimes it is just who is on the forum at the time you post it. The best way to get around this is to just post again if no one has answered your original thread in a few days.

SO i have done cool suff through the help of the forum, learnt some cool things and such, but recently last 2 posts no one seems to reply or help me out any more, i just wanna know if i have been doing posts on the forum wrong. BUt even if my questions are dumb just someone can comment and tell me i am a noob or shouldnt be asking of such idk , just something <3

I'd say it's because (a). things other people don't care / haven't done it before or (b). no one experienced that before

I would actually comment on the original thread instead, bumping it up to the top as double posting is generally frowned upon.

If you have bumped your post and/or it is a week old and no one has look at it then I think it is more then safe to post again. Also perhaps posting and rewording it to make it more clear is a good idea.
