There's a reason why we learn math in high school. You could have answered your own question with simple calculations.

 

Suppose that indeed there is a Vega card equivalent to the 1080ti for $600. We know from benchmarks that the 1080ti is about 30% faster than the GTX 1080, so presumably the top Vega card would be about 30% better as well. Coincidentally, a card that costs $600 is 33% more expensive than a card that costs $450, so the performance per dollar of a GTX 1080 at $450 is the same as that of our hypothetical Vega card at $600. 

 

Realistically speaking, the 1080 is a better deal right now for the simple reason that it actually exists, so keep your card and be happy.

Do you expect us to magically know the performance of a GPU that doesn't exist yet?

I think they are asking if it would be a better deal price to performance wise under the assumption that you are getting 1080ti performance for 600 dollars. The answer would be yes because the 1080ti already has better price to performance than the 1080 priced at 500 dollars and the 1080ti priced at 700

1) how do you know that it will perform like a 1080ti?

 

2) how do you know that the 1080ti will cost $700 when vega is released

 

3) how do you know if he can afford $700 in the first place?

 

4) how do you know that it has better price performance without knowing what it's being used for?

Typical mistake when calculating performance per dollar is taking into account only the cost of the GPU.

 

A cheap $20 GPU that gets 10fps in a game is still better "value" according to your "calculations" than a $600 GPU that gets 200fps.

Are you going to put a $20 GPU into a PC that cost $1000 for all the other parts?
