Yes you had to wait for the OS to shut down, then you could physically shut down the machine. It was a by product of windows having the option to actually shut down windows to MS-DOS.

man i remember when youtube started hosting 1080p content, and how my pitiful pentium laptop at the time couldn't hack it. Not to mention when they dropped 60FPS videos, i had to watch everything in 480p for years

It gives you an idea of just how large windows has gotten. In 20 years they went from three floppy disks to 2079 to hold a OS.
