The OptiPlex 980 C522T board uses the Q57 Express Chipset. It doesn't seem like it officially supports Xeons. Only official support for Core i3, i5, i7, and Pentium chips.

When it comes to OEM motherboards, the chipset has to support the CPU.

 

Otherwise, any motherboard would take a Xeon so long as the sockets match.

OEM boards are cheapest thats why, I need a 15-30$ board with a 15-30$ cpu and a good 30$ gpu

I would get the model # and check the OEM website to see what CPU's are available for upgrade.
