I'm just wondering how would you combine performance with low costs.

go for a 750ti and pentium g3258 combo. i3 if you can spend more.

Depends, 1080p at 60fps or 30? What settings? Max 1080p or min 1080p? Too many factors still.

The Q6600 would be better. If you want something a tiny bit more modern, an I5 2500k would work.

I don't think that's the way to go. An i3 really isn't that much better for gaming than a dual core, and you still won't be playing games that just don't run on dual cores at all.

Probably either going for a cheaper GPU and getting a cheapish i5 (especially used should be possible for that budget) or going AMD. ;)

If it's strictly for gaming, 6 cores don't make that much sense. Many games just don't care if you have four or six cores at all, so an Athlon X4 860K should be fine. Not sure about the upgrades. 

Keep in mind that buying used will yield MUCH better results than new, but of course (especially outside of Europe, where manufacturer warranties are not as good) comes with bigger risks. As is often pointed out, CPUs and RAM are usually safe to buy used, motherboards should be ok. Hard drives should always be bought new.
