8-Bit Ninja

I have a psu and OS for it, and i would like it to be small as it will be going in my entertainment center, so micro atx if possible please.

What games? I would likely recommend a GTX 960 or GTX 750 Ti (If you play less intensive games) with a hyperthreaded i3 or the Athlon 860k.

The 950 is a better choice or a R9 380 if he can afford it(the 960 doesn't perform as good a the R9 380 in most games)

GTX 960 for the lower TDP, as an HTPC, the lower TDP should lead to less noise.

What I would lean to, the R9 380 I chose seems quiet and relatively efficient: ( http://www.guru3d.com/articles_pages/msi_radeon_r9_380_gaming_2g_review,8.html ) if you are fine with losing performance get the 960 it should be slightly quieter and more efficient (depending on model of course I recommend MSI twin forzr and EVGA ACX)
