What are you going to use it for? That's a fairly weak display given the budget there, you could easily fit in a high end display, the Xeon 1231v3 is probably a better choice for your CPU, and a 390 is overall going to be faster than the 970.

I have NVIDIA Sheild Console and Tablet

So 

Non NVIDIA card no an option

Also use shadowplay

but DXtory/OBS gives you more control over your file size and type, and getting an nvidia card is going to drastically limit your adaptive sync display options due to the added cost of G-sync.

 

I mean if you're still married to nvidia well, kinda screwed then, you should upgrade the GPU to a 980 though

The Xeon he mentioned is perfectly capable of gaming and everyday use. Although with Skylake, you need a server motherboard for Xeons anyways, so that's a no-go.

the xeon will perform the same as the 6600 in games, and better than it in everything else. 

xeons are for a lot more than people think. the e3 1231v3 is probably onr of the best budget cpus out there, period.

Skylake gives you no major advantages over haswell aside from USB 3.1 which isn't going to be relevant for a few years anyways, by that time a new platform will be out, likely 1152, and that will end up with more USB 3.1 ports, other technology, but mostly probably PCI-e 4.0
