I bought a used ps4 and i had problems with the fan that is loud is there any fix to this. thanks

Clean it with a can of air. If it doesn't help.. Maybe RMA?

take it apart and reseat the cooler with new thermal paste

well I've heard really great things about the experience my friend had sending his ps3 (I think it was) for issues, so maybe that's the best option.

It's normal for 1st revision ps4 consoles to be quite loud. I had a few friends who bought launch ps4s and all of them sounded like a slightly subdued hair dryer under any decent load. Later revisions have gotten better. If you're not experiencing any unusual lag, hitching or system shutdowns then an RMA won't get you anything as they don't consider fan noise to be a problem.

Early 360 consoles had this problem too so Microsoft put extra effort into making sure the xbox one wasn't loud at launch. I guess it's time Sony learns that lesson.
