CPU Fan not spinning properly

I just finished building my first PC, but when I power it on the CPU Fan starts spinning then it stops and repeats.

 

I've tried shifting and reseating the RAM sticks, but nothing changed. Is this fixable, or is there some faulty part I need to replace?

 

CPU: Ryzen 5 5600 

CPU Fan: Stock Wraith Stealth Cooler
Motherboard: ASRock B450M/ac R2.0 Micro ATX
Ram: T-Force Vulcan Z (2 x 8 GB) DDR4
PSU: MSI MAG A650BN 650 W 80+ Bronze

For gits and shiggles try plugging the CPU fan into a normal fan header. If it does the same thing I would think the fan itself is bad.

Yea CPU fan still doesn't spin properly. I'll look into some other fans.
