Dell monitor no longer wakes on sleep on mouse movement, have to unplug and plug back in

I have a S2721DGF monitor. It used to wake from sleep when I move my mouse, but now it only wakes when it has recently gone to sleep. If it has been in sleep mode for a while, then only unplugging and plugging in the monitor helps. I can confirm that the power button under the screen is on and lit up (white light is on). I have also reinstalled the monitor driver from Dell and installed the latest nvidia graphics driver as a fresh install using custom installation. How do I fix this? Thank so much!

Did you try a new video cable? Also try a different input on the monitor and a different output on the GPU.

I just found out it doesn't happen in another user account.
