GTX 950 FAN NOT SPINNING

So today, I bought a new GTX 950 from EVGA and a EVGA 600w ATX Power Supply.

When I boot my computer up every fan is spinning, the fans on the video card are spinning as well, but by the time I get to the log in screen, they have stopped spinning.

Keep in mind that I got this video card brand new from Best Buy today (12/12/15)

Once I opened CS: GO, I was able to play for but a few seconds before my screen was turned off and it said "No Power Input". Halp me pls bruv.

The fans probably don't ramp up until a certain temperature is reached.

New cooling tech = Fans don't spin until 60 C (Roughly, give or take 5 C for minor detection issues)

EDIT: They stop spinning because they're performing a check to make sure everything's working upon startup. And about the power input - A) Do you have an adequate power supply? B ) Are the leads fully inserted and the correct way? C) It's possible something is not right with your power supply and if you've checked everything as I and others have mentioned; this still fails to work. Then go and get a replacement from the manufacturer.

EVGA uses ACX that doesn't turn on the GPU fans until it reaches a certain temperature. It's perfectly normal for these cards an you shouldn't worry about it.
