Always use compressed air for components and a cloth for parts of your case and filters if you'd like.  Apart from dust filters there isn't much you can do to prevent dust, you'll just need to regularly clean your PC.

pc components and fan??

Components are not dusty enough for me to care..barely noticable amount of dust. I cleaned fans with vacuum also. With the brush extension for vacuum it cleaned them really well.

Sure for components I would use compressed air but for CPU cooler for example I would just vacuum it as well.

i wipe dust off large surfaces, get the small crap out my cpu heatsink every so often, and for my fan filter... well.. i expect hate.

i keep my fan filter at a constant state of semi-dusty, i never fully clean it because dust likes to stick to other dust. basicly a free way of making your fan filter more effective.

I always vacuumed my PC motherboard, Fans, CPU and all with the brush attachment. Made sure not to press too hard and i held the fans with my finger to stop them spinning the wrong way. I never had a problem

dust still gets in

It will.  There is NO method (for a normal system) that means dust will not get in at all, all you can do is minimise the dust getting in (fan filters, positive pressure etc) .

You will still need to clean your PC regularly (interval between cleanings depends on environment, use case, just how clean you want your system to be etc).

What dust in a blower?

If using a compressor it should use only filtered air .  Canned air is 'pure' anyway.

Hose it down with saltwater.

I use a garden hose and a little spit & shine

:P

I have dust filters and 3 140mm intakes and 2 120mm exhaust fans. The huge amount of pressure keeps the dust out REALLY well. All I really have to do is clean the filters. Amazes me to be honest.

Do NOT vacuum the pc. As air gets sucked up, static discharge may occur which may short out components. Only use a vacuum if it can blow air. Make sure you have dust filters on your intake fans to prevent dust from getting in the pc. To clean the dust filters, wash them in water and dry it using a hair dryer or something. If you want an alternative to those compressed air cans that you have to keep buying after it runs out, try getting this.
