Minimum req. for Fallout 4 4K

I want to upgrade my gtx 770 and 1080p monitor to a new card or cards and a new 4K monitor for around $1400 and be able to play Fallout 4 at 30FPS in 4K. What would be the best card choice? I was looking at the Titan x or 980ti's but idk what would be best.

980 ti should do it, no point in spending more than that

30fps a single 980Ti should do fine

titan x isn't worth it, 980ti is much cheaper and has almost same performance

the real advantage of titan starts showing at 4k, but even then it's not worth the money

So it looks like I should buy a 980ti and eventually get two of them, right? Should I buy a reference cooled or an overclocked option? Titan x's are expensive as hell lol
