If someone is DDOSing you they probably have your mac address for the router so getting a new IP won't stop it.

Depends on what you are trying to do. When I first got my internet I had my IP banned in a couple of websites, idk how, so I called them and they changed the ip for free.

If your ISP uses dynamic addresses you just need to restart your router.

Otherwise call them and ask them to change it, maybe tell them that you are victim of DoS/DDoS

Not really, your router will probably ask the IPS's DHCP handler if the same IP is still up for grabs and use that.

Most ISPs hand out IPs dynamically with DHCP, so in practice its easy enough to change your IP address. However the way DHCP usually works is that you get the same IP back a few minutes later as its already leased to your device, so you have to actually let it expire without a connection before you will automatically get a new one, depending on how its setup. So the first thing to do is just reboot the router and see if it gets the same IP, if it does then time to get a bit more serious, if not then easily done. If the reboot does not work then you have a couple of options, ring your ISP and ask to get it changed, they can expire your lease and you will get a new IP on a reboot they ask you to do, or you can turn off your internet for long enough for the lease to expire. More than likely its set to 86400 seconds (24 hours) so to be certain you would need to leave the router off for a full day.

 

If you have a static IP then you will have been told that in the sale of the broadband itself, its a feature and they do usually charge extra for it. You may actually have it setup in the router to be static although even then sometimes its done via DHCP. The only way to fix that is to call them. So probably best to just call the ISP and they can get you moved.

Just spoof your routers MAC address by changing one the characters in the last 6 to something else and hope another device in the same broadcast domain you're in doesn't use the same MAC address.

IP addresses to routers are mostly assigned by the ISP's DHCP server. That's how your router gets it's gateway and everything else. There's no special super voodoo wizardry happening.  :P

A DHCP release from the Client or a DHCP NAK from the Server will cause you to get a new IP address, these cause an unbinding of the IP and a start of the DHCP process called DORA. This only applies to normal dynamic IP's. However some ISP's, like the one I work for, use dynamically assigned persistent IP's meaning the Server will give the same IP out every time no matter what. In that case a change has to be made to the DHCP server. Ultimately I would contact your ISP. Some ISP's will charge a processing or administrative fee, while some will just change it.

So the DHCP process is broken into 4 parts. 

 

1. The Discover this is when the client advertises on the network that is needs an IP.

2. The Offer, this is when the server checks it's pool and offers an available IP address to the client.

3. The Request, this is when the client verifies with the server that it heard correctly and accepts the IP address

4. The ACK, This is when the server acknowledges to the client that it's ok to use that IP. 

 

Typically a client gets a lease time of some period of time from minutes to days. This is the amount of time that the IP is valid for that client. Usually halfway through that lease the client asks if it can keep it for another lease period. For example with a lease time of 4 hours the client requests (Follows parts 3 and 4 above only) that it's lease be renewed. Usually this is fine and so the client is happy and the lease never expires. 

 

Other process like a PC reboot and disconnect and reconnect of the layer one media (wireless/wired), will cause the client to release it's IP and start over from step 1 above. This process is called a release. 

 

Now DHCP has many other options that can change how this works depending on the network and security you want to use. In the case of your ISP, they may have a process in place that when it sees a discover rather than a request (Step 1 rather than step 3) it sends out a NAK that tells any client using the IP address that it can no longer use it and it clears that IP from it's used table. It then acts as if your modem/router is a new client and stars the whole process from the beginning issuing you a new IP address.
