Are you near a microcenter?

If you are this - https://www.microcenter.com/product/699677/powerspec-g528-gaming-pc

is $ 100 over budget but you can likely upgrade parts in the future.

or this - https://www.microcenter.com/product/705863/powerspec-g250-gaming-pc

is exactly your budget but you limit your upgrade options. ( also it's a DDR4 board )

No room for a monitor with those two? That's fine. Since you are only asking for 1080p 60hz go to a thrift store and get a monitor for 10 bucks.

If you want to build yourself - https://www.microcenter.com/product/5007384/amd-ryzen-5-7500x3d,-asrock-b850m-c-am5,-gskill-flare-x5-series-16gb-ddr5-6000,-computer-build-bundle

That bundle is a decent starter bundle and then you can pair it with the rest of this list:

If you're nowhere near a microcenter - you're probably SOL for anything better than this:

PCPartPicker Part List: https://pcpartpicker.com/list/knfMbp

CPU: AMD Ryzen 5 5500 3.6 GHz 6-Core Processor  ($84.00 @ Amazon)
CPU Cooler: Thermalright Assassin X SE 32.77 CFM CPU Cooler  ($16.89 @ Amazon)
Motherboard: ASRock B550 Phantom Gaming 4/ac ATX AM4 Motherboard  ($79.98 @ Amazon)
Memory: TEAMGROUP T-Force Vulcan Z 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory  ($109.99 @ Newegg)
Storage: Silicon Power P34A60 1 TB M.2-2280 PCIe 3.0 X4 NVME Solid State Drive  ($132.97 @ Silicon Power)
Video Card: ASRock Challenger OC Arc B580 12 GB Video Card  ($299.99 @ Newegg)
Case: Phanteks XT PRO ATX Mid Tower Case  ($49.99 @ Newegg)
Power Supply: MSI MAG A750GL PCIE5 750 W 80+ Gold Certified Fully Modular ATX Power Supply  ($79.99 @ Newegg)

And this build is going to require you to perform a bios upgrade to get the CPU to work.

Once again since you are looking to get a fairly basic monitor, don't but a new one. On a good day I can find 1080p 60hz monitors for free on kijiji in Canada.thrifting.png.8474e641d48989985d41bcf8e2d7f465.png

At worst you can find something for like 10-20 bucks.

Long story short, you have a few options to be sure, but if you're near a microcenter I would just get one of those pre-built PC's I listed that they have. Also, do not expect these builds to run anything past medium settings without concessions.
