Why is Windows 10 so slow?

Hey guys my mom's laptop had windows 8.1 and it ran so smooth on an intel atom and 2gb of RAM but after upgrading to Windows 10 the laptop is soo slooow and laggy and takes up to a minute to open a folder from the desktop.

 

Do you guys have any ideas why Windows 10 is so slow on this particular laptop? because it seems that everybody else's Windows 10 is fast and snappy.

maybe its still downloading stuff and uses the HDD?

I'm not sure but it's weird because I opened the task manager and even scrolling up and down took 64% of the cpu usage.

could be the 2gb of ram. Not sure though.

yeah I thought of that but the ram usage seems alright.. it's mostly the cpu usage that worries me because it is on 64% after simply scrolling up and down the task manager

In-place upgrades can cause all kinds of problems. A clean install usually fixes them.
