Riva Tuner Statistics Server help?

Want to use RTSS to limit my frame rate in Witcher 3 since Durante's Witcher 3 analysis suggests it for better frame times. Having a hell of a time of it. No matter what I do It will not show the OSD in game or limit frames. What the heck am I missing?

None, base game fully patched via Steam

Alright, because I heard some mods interfere with some applications that show your fps and some recording programs (heard about Fraps and DX Tory).

 

Can you set 'Application detection level' to 'High'? (First picture)

Changing that setting did nothing but I did notice that the frame limit is working just not the OSD. While I don't really care about the OSD i have to wounder why it's not working.

I would just try something else, maybe EVGA Precision X. Seemed to work more reliable for me in terms of capping frames even though I am an RTSS user myself.

Just give precision x a try. Maybe it works maybe it doesn't.

Okay then, could one of you guys peak this PC gamer article http://www.pcgamer.com/durantes-witcher-3-analysis-the-alchemy-of-smoothness/ and read the last paragraph. He talks about using RTSS to limit frames. On the same not he also says to disable ingame  Vsync and run in borderless window mode to get "proper triple buffering vsync". If its off in game what is apply the triple buffering?
